Next JEF Congress is approaching

The XX. European Congress of JEF will take place in Florence between 30 October and 1 November 2009. The Congress is the supreme body of JEF and meets every two years. It is composed of delegates elected by JEF national sections. It defines the political direction of JEF and its policies in specific fields and elects a new Executive Bureau.

Please find some key facts as well as a reminder of certain very important deadlines and procedures below.

REGISTRATION

How to register for the Congress?
If you would like to participate in the 20th European Congress of JEF in Florence end of October you have the following two possibility: either as a delegate of your section (provided your section is a full member of JEF-Europe and is eligible to have a delegate/vote at this year's Congress) or as an observer. In both cases please use the registration form which can  be downloaded here!

Option A: DELEGATE - registration fee EUR 50
Each full member section of JEF-Europe having paid their membership fees for the past 2 financial years is entitled to a minimum of 1 delegate to fully participate in all the proceedings of the Congress, including exercising the voting right in plenary and in elections for all statutory positions. If you want to become a delegate you need to be nominated by your section and the section must notify the European Secretariat about the nomination process of its national
delegates by 20 September 2009 (EXTENDED DEADLINE) using the minutes excerpt form! Please send this document by regular mail, fax or pdf file with signature and stamp.

After having made this first step the delegate him/herself or the section in question must register for the Congress by sending his/her registration form to the following email address This e-mail address is being protected from spam bots, you need JavaScript enabled to view it by 20 September 2009! The 3rd step is the payment of the registration fee in the amount of EUR 50 per delegate via bank transfer to JEF-Europe by 1 October 2009.

For organisational reasons the European Secretariat reserves the right to cancel unpaid registrations. The concerned delegates will need to organise their accommodation and subsistence by themselves!

Option B: OBSERVER - registration fee EUR 80
If you would like to participate in the Congress but you are not an official delegate you have to option of joining as an observer. This means that you can fully participate in all the proceedings, including having your say in the designated working groups and political commissions of the Congress as well as plenary. The only difference between a delegate and an observer is that
observers don't have voting rights (except in a Working Group/Political Commission).

The first step is to apply as an observer to the Congress by sending your registration form to the following email address: This e-mail address is being protected from spam bots, you need JavaScript enabled to view it by 20 September 2009 (EXTENDED DEADLINE)! After receiving a notification of acceptance from the European Secretariat you have to pay the registration fee in the amount of EUR 80 per observer via bank transfer to JEF-Europe within a 10 days after the notification.

For organisational reasons the European Secretariat reserves the right to limit the number of observers and/or cancel unpaid registrations!


Option C: DELEGATE/OBSERVER WITHOUT ACCOMODATION - registration fee EUR 30

If you would like to participate as delegate or observer and do not need an accommodation in Florence, we offer you a reduced registration fee of EUR 30 (including meals). Please indicate clearly on your registration form that you do not need accommodation.

The deadlines for delegates and observers remain the same as under option A and B.

 

Travel reimbursement:
We regret to inform you that there will be no travel reimbursement available for the Congress. Therefore, we kindly ask all delegate and/or observers to start planning their travel well in advance in order to get affordable plane/train tickets. Florence is well connected via train to most of Europe as well as via plane having the option of the Florence airport as well as the nearby Pisa airport with several low-cost companies servicing both (see the HOW TO GET TO FLORENCE section below).

PROXY

Congress delegates can proxy their vote to another Congress delegate within their own national delegation or to another national delegate by using the present form.

Each Congress delegate can carry ONLY ONE proxy!

Please print and sign the proxy-form and send it via fax to the European Secretariat or simply send us an email with the attached form to This e-mail address is being protected from spam bots, you need JavaScript enabled to view it by 29 October 2009 the latest.

No other forms (e.g. SMS) of proxies will be accepted!


RESOLUTIONS

ACTIVITY REPORTS

As Friday 30 October will be the date of the final meeting of the Federal Committee 2007-09 all directly-elected FC members and national JEF sections are kindly asked to submit their activity reports to the Secretariat at

Please use the report templates for sections and directly-elected FC members, who can choose to present either their activity report for the last 6 months since the Brussels FC or for the entire elected period of 2007-09.




BECOMING A CANDIDATE 

Any JEF member can run for any of the open statutory positions. In the download section you can find a document briefly explaining the different statutory positions and functions.

If you wish to run for the candidacy of one of the positions please provide the Secretariat (congress@jef.eu) with a short text introducing yourself and an accompanying picture (optional).

Length of introductory texts:

- President's candidature: 500 words.
- Vice-presidents' candidature: 250 words.
- Federal Committee members' candidature: 100 words
- Arbitration Board and Internal Auditors: 50 words

We kindly ask you to send your candidatures before 30 September if you
want to have them included in the Congress documents that will be  distributed on USB memory sticks on the spot as well as on the open  platform for elections that the Secretariat will set up.

JEF international seminar in Tarxien, Malta | 17-23 October 2010

The ultimate solution for a better life: (im)migration?” is an international seminar organised by JEF-Europe and JEF-Malta in Tarxien, a small village in the south east of Malta from 17 until 23 October 2010.

When speaking about immigration it is important to make the distinction between legal and illegal immigrants. Despite the obvious difference in their legal status, immigrants in both categories often feel unwelcome and excluded from their host societies, which is closely linked to xenophobic attitudes widespread across Europe and openly manifested especially in recent years, but also the lack of adequate policies and assistance of governmental institutions in host countries.
